On 20 June 2023, the 2nd Concluding Conference of the first edition of EUVALWEB was held at the University of Donja Gorica (UDG, Podgorica, Montenegro), where the EUVALWEB delegation was warmly welcomed. In particular, the Chair Holder, Prof. Teresa Russo, would like to express her deepest gratitude to the Dean of the Law Faculty, Prof. Dragan K. Vukčević, Prof. Nikola B. Šaranović, Member of the EUVALWEB Team Chair, and all the UDG staff for their hospitality.

The conference, entitled ‘Promoting Public Awareness on the Fight Against Transnational Crimes, the Role of Police and Judicial Cooperation and Respect for Fundamental Rights‘ was attended by UDG students and various stakeholders, including: academics, legal professionals and practitioners, policy makers, civil society representatives and NGOs. In particular, EUVALWEB would like to thank Ms. Jelena Đalena Đalovic (Liaison Prosecutor for Montenegro at EUROJUST), as well as Mr. Dragan K. Vukčević (Former President of the Judicial Council of Montenegro) and Mr. Riccardo Serri (Head of the EU Delegation in Montenegro) for their involvement.

We believe that it was an exceptional response to the multidisciplinary initiative put forward by the University of Salerno and the University of Donja Gorica, gathering the reflections of experts in EU law, international law, criminal law, criminal procedural law and constitutional law.

On the one hand, the professionals highlighted past and ongoing changes in the Montenegrin legal system and society, in line with the European acquis communautaire in view of Montenegro’s accession to the European Union. On the other hand, the EUVALWEB Chair Holder shared with the audience the European trends resulting from the analysis conducted within the research activities of the EUVALWEB Legal Observatory, highlighting the current implementation challenges in the EU Member States, including Italy.

The event was pleasantly interspersed with recurring open debates after each session. Above all, the valuable contribution of the students who took to the microphone to share their impressions of Montenegro’s accession to the European Union cannot be emphasized enough.

On Tuesday, 20 June 2023, starting at 10:15 a.m.the second Final Conference of the first edition of the Jean Monnet EUVALWEB Chair dedicated to Promoting Public Awareness of the Fight Against Transnational Crimes, the Role of Police and Judicial Cooperation and Respect for Fundamental Rights will take place in the Great Hall ‘AS’ of the Faculty of Law of the University of Donja Gorica (UDG, Podgorica, Montenegro).

The Conference will open with introductions by Prof. Teresa Russo (Holder of the EUVALWEB Chair), Prof. Dragan K. Vukčević (Dean of the Faculty of Law UDG) and a Representative of EUDEL, followed by three Discussion Panels.

The first one, devoted to Transnational Crimes as a Global Problem and chaired by Dr. Miljana Rakočević (Faculty Coordinator, UDG) will be animated by the speeches of Prof. Teresa Russo, Dr. Jelena Đurišić (UDG) and Dr. Johann Wagner (EUROL3, International Expert and Head of the Police Component) and will end with a debate with the students, moderated by Dr. Miljana Rakočević.

Following this, the second panel dedicated to Judicial and Police Cooperation in Fighting Against Transnational Crimes will be chaired by Dr. Jovan Jablan (Teaching Assistant in Public International Law, Private International Law and Human Rights, UDG) and will see the speeches of Dr. Jelena Đalena Đalovic, (Liaison Prosecutor for Montenegro at EUROJUST), Dr. Ognjen Mitrović (Consultant of the United Nations Office on Drugs and Crime, former Director General of the Directorate for International Cooperation of the Ministry of Justice of Montenegro) and Prof. Nikola B. Šaranović (Professor of Public International Law and Fundamentals of European Union Law, Faculty of Legal Sciences and Humanistic Studies, University of Donja Gorica, Legal Advisor at the EUROL3 project, Podgoria, Montenegro, and Member of the EUVALWEB Team Chair).

Finally, the third Panel, dedicated to the Respect of Human Rights in the Fight Against Transnational Crimes, and chaired by Prof. Nikola B. Šaranović, will welcome the speeches of Prof. Mladen Vukčević (Full Professor of Constitutional Law, UDG, former President of the Judicial Council of Montenegro), Prof. Leonardo Pasquali (Associate Professor of International Law, Member of the EUVALWEB Team Chair, Jean Monnet Chair “ProSoEULaw Abroad”, University of Pisa) and Dr. Milorad Marković (Consultant of the Council of Europe), followed by the debate with the students, moderated by Dr. Jovan Jablan, and the conclusions.
