We are very pleased to launch our first Mid-July Agenda on Planning EUVALWEB Educational, Didactic and Scientific Activities on What Role For Science, Technology and Innovation in Promoting EU Studies?, which as part of the activities of the Jean Monnet Chair EUVALWEB, and specifically of the EUVALWEB Legal Observatory, will host Prof. Heliona Miço, Lecturer of Public Law, Department of Law, University ‘EPOKA’ of Tirana, Albania.

During the coming week, Prof. Miço, as former Director of Center of Educational Services in Albania, will be associated with all the activities of the EUVALWEB Chair and the Observatory, sharing her experience and expertise in promoting the study of EU law.

An initial meeting, in fact, with the Staff of the Erasmus and International Relations Office of the University of Salerno, scheduled for 11 July, will allow them to discuss the strategies that are being promoted in Albania to strengthen teaching programmes by including European Union law in all disciplines. The aim is to promote and strengthen the reciprocity of exchanges of teachers and students within the framework of the International Credit Mobility Programme.

Also on 11 July, Prof. Miço and Prof. Russo, EUVALWEB Chair Holder, will meet Albanian students who, in mobility at the Department of Legal Sciences of the University of Salerno, are preparing their degree dissertation, which will be discussed for the first time with a multidisciplinary commission, composed of Albanian and Italian professors, on 18 July 2023 at the University of Salerno.
The second appointment, scheduled for 12 July, will aim to promote cultural exchanges between Italy and Albania
through a guided visit of the Salerno area, its monuments and activities, in order to explore contextual opportunities for educational and professional training.

The third appointment, set for July 13, will consist of the Planning Meeting on EUVALWEB Scientific Developments, with the participation of the Young Observers of the EUVALWEB Legal Observatory and of Francesco Buonomenna, Associate Professor of European Union law, DSG, UNISA, and Associated Editor of the online Journal EUWEB Legal Essays. Global & International Perspectives, with the aim to share the scientific results achieved in the first edition of the EUVALWEB Jean Monnet Chair which will flow into the publications of nr. 2/2023 of the aforementioned Journal.

We are really proud of all the planned activities and we are looking forward having Prof. Miço at our Department.

On 20 June 2023, the 2nd Concluding Conference of the first edition of EUVALWEB was held at the University of Donja Gorica (UDG, Podgorica, Montenegro), where the EUVALWEB delegation was warmly welcomed. In particular, the Chair Holder, Prof. Teresa Russo, would like to express her deepest gratitude to the Dean of the Law Faculty, Prof. Dragan K. Vukčević, Prof. Nikola B. Šaranović, Member of the EUVALWEB Team Chair, and all the UDG staff for their hospitality.

The conference, entitled ‘Promoting Public Awareness on the Fight Against Transnational Crimes, the Role of Police and Judicial Cooperation and Respect for Fundamental Rights‘ was attended by UDG students and various stakeholders, including: academics, legal professionals and practitioners, policy makers, civil society representatives and NGOs. In particular, EUVALWEB would like to thank Ms. Jelena Đalena Đalovic (Liaison Prosecutor for Montenegro at EUROJUST), as well as Mr. Dragan K. Vukčević (Former President of the Judicial Council of Montenegro) and Mr. Riccardo Serri (Head of the EU Delegation in Montenegro) for their involvement.

We believe that it was an exceptional response to the multidisciplinary initiative put forward by the University of Salerno and the University of Donja Gorica, gathering the reflections of experts in EU law, international law, criminal law, criminal procedural law and constitutional law.

On the one hand, the professionals highlighted past and ongoing changes in the Montenegrin legal system and society, in line with the European acquis communautaire in view of Montenegro’s accession to the European Union. On the other hand, the EUVALWEB Chair Holder shared with the audience the European trends resulting from the analysis conducted within the research activities of the EUVALWEB Legal Observatory, highlighting the current implementation challenges in the EU Member States, including Italy.

The event was pleasantly interspersed with recurring open debates after each session. Above all, the valuable contribution of the students who took to the microphone to share their impressions of Montenegro’s accession to the European Union cannot be emphasized enough.

On Tuesday, 20 June 2023, starting at 10:15 a.m.the second Final Conference of the first edition of the Jean Monnet EUVALWEB Chair dedicated to Promoting Public Awareness of the Fight Against Transnational Crimes, the Role of Police and Judicial Cooperation and Respect for Fundamental Rights will take place in the Great Hall ‘AS’ of the Faculty of Law of the University of Donja Gorica (UDG, Podgorica, Montenegro).

The Conference will open with introductions by Prof. Teresa Russo (Holder of the EUVALWEB Chair), Prof. Dragan K. Vukčević (Dean of the Faculty of Law UDG) and a Representative of EUDEL, followed by three Discussion Panels.

The first one, devoted to Transnational Crimes as a Global Problem and chaired by Dr. Miljana Rakočević (Faculty Coordinator, UDG) will be animated by the speeches of Prof. Teresa Russo, Dr. Jelena Đurišić (UDG) and Dr. Johann Wagner (EUROL3, International Expert and Head of the Police Component) and will end with a debate with the students, moderated by Dr. Miljana Rakočević.

Following this, the second panel dedicated to Judicial and Police Cooperation in Fighting Against Transnational Crimes will be chaired by Dr. Jovan Jablan (Teaching Assistant in Public International Law, Private International Law and Human Rights, UDG) and will see the speeches of Dr. Jelena Đalena Đalovic, (Liaison Prosecutor for Montenegro at EUROJUST), Dr. Ognjen Mitrović (Consultant of the United Nations Office on Drugs and Crime, former Director General of the Directorate for International Cooperation of the Ministry of Justice of Montenegro) and Prof. Nikola B. Šaranović (Professor of Public International Law and Fundamentals of European Union Law, Faculty of Legal Sciences and Humanistic Studies, University of Donja Gorica, Legal Advisor at the EUROL3 project, Podgoria, Montenegro, and Member of the EUVALWEB Team Chair).

Finally, the third Panel, dedicated to the Respect of Human Rights in the Fight Against Transnational Crimes, and chaired by Prof. Nikola B. Šaranović, will welcome the speeches of Prof. Mladen Vukčević (Full Professor of Constitutional Law, UDG, former President of the Judicial Council of Montenegro), Prof. Leonardo Pasquali (Associate Professor of International Law, Member of the EUVALWEB Team Chair, Jean Monnet Chair “ProSoEULaw Abroad”, University of Pisa) and Dr. Milorad Marković (Consultant of the Council of Europe), followed by the debate with the students, moderated by Dr. Jovan Jablan, and the conclusions.

Yesterday, on 29 May 2023, the University of Salerno hosted the 1st Final Conference of the first edition of the Jean Monnet Chair “Promoting Public Awareness on Enlargement Policy, EU Values and the Western Balkans’ Accession” (EUVALWEB), with Prof. Teresa Russo as Chair Holder.

After the welcoming speeches, the event remarkably saw the participation of stakeholders from the civil society, who also acted as our precious partners.

On top of that, the Conference itself was structured as a workshop, featuring a speaker-discussant formula. On one hand, the UNISA and Erasmus students, including Albanian students, were involved in-depth explanation of the studied topics, explanations that lead to a final question to ask to our discussants. On the other hand, these discussants – selected among diplomats, academics and practitioners – duly provided the required answers, dialoguing with the students and the audience.

Conclusively, the Young Observers from our EUVALWEB Legal Observatory showcased the main findings of their monitoring and research activities during the year, addressing the direction that the EU seems to have taken.

On 11 May 2023, the University of Salerno hosted the EUVALWEB Law Clinic conference on “Security Standards v. Human Rights Standards in Cross-Border Police and Judicial Cooperation“.

The purpose of the conference was, on the academic side, to understand how to correctly strike a balance between security and human rights protection needs (Session I). On the practitioners side, nonetheless, the speakers did shed light on the daily issues of prosecution and of digital investigations (Session II).

The Chair is also pleased with the participation of the audience to the debates held after both sessions.

Human Rights Standards in Cross-Border Police and Judicial Cooperation” and organised in cooperation with the Legal Clinic in Forensic Science and the Prison Law Course, DSG UNISA, will take place.

The Conference, introduced and chaired by Prof. Teresa Russo (EUVALWEB Chair Holder), will be divided into two sessions. The first one, dedicated to Individual Coercion and Human Rights Protection in Cross-Border Cooperation, will be animated by the speeches of Prof. Gaspare Dalia (Lecturer of Comparative Criminal Procedure Law, Department of Legal Sciences, University of Salerno and Member of the EUVALWEB Legal Observatory), Prof. Girolamo Daraio (Lecturer in Penitentiary Law, Department of Legal Sciences, University of Salerno) and Prof. Nikola Šaranović (Lecturer of the International Public Law and the Basics of the European Union Law, Faculty of Law Sciences and the Humanistic Studies, University of Donja Gorica, Legal Adviser for the EUROL3 Project, Podgorica, Montenegro, and Member of the EUVALWEB Team Chair).

On 4 May 2022, the University of Salerno hosted the sixth EUVALWEB Law Clinic conference on ‘EU’s Harmonisation of National Criminal Law’, in collaboration with the Jean Monnet Module ‘European Criminal Justice‘.

Our speakers took the floor to share their knowledge and views on these critical issues, highlighting that criminal law is not always the best possible solution, especially when it is lacking in effectiveness.
